7.1突發(fā)性事件應急預案
7.1.1 目的
為提高公司應急響應能力，降低各類惡性突發(fā)事件帶來的損失，加強對突發(fā)事件的應急管理，保障員工生命及儲備公司財產(chǎn)HSE，保護環(huán)境和資源免遭污染，保證公司工程建設(shè)的順利進行，本著“以人為本、生命第一、統(tǒng)一指揮、快速響應、控制事態(tài)、減少損失”的原則，特制定本預案。
7.1.2 適用范圍
本預案適用于儲備公司內(nèi)部、施工現(xiàn)場分包商應急事件和災害事故的應急處理。
7.1.3. 事故分類和等級
7.1.3.1 事故分類：
7.1.3.1.1 火災事故：在工程建設(shè)中由于各種原因引起的火災，并造成人員傷亡或物資財產(chǎn)損失的事故。
7.1.3.1.2 爆炸事故：在工程建設(shè)中由于各種原因引起的爆炸，并造成人員傷亡或物資財產(chǎn)損失的事故。
7.1.3.1.3 設(shè)備事故：由于設(shè)計、制造、施工等原因造成機械、動力、電器、儀器（表）、壓力容器、運輸設(shè)備、管道及建（構(gòu)）筑物等損壞的事故。
7.1.7.1.4 交通事故：車輛、船舶在行駛航運中，由于違反交通、航運

7.1.1 Objective
